FEMA-Rated In-Ground
Steel Storm Shelters
Protect your family from extreme high-wind events. Gravel Express LLC is Savannah, Tennessee's authorized, certified installer of heavy-duty steel storm shelters and above-ground safe rooms. Complete turn-key sales, excavation, and professional installation.
Engineered for EF-5 Protection
Our shelters are manufactured to meet or exceed FEMA P-361 and ICC-500 standards. Rigorously engineered to withstand extreme high-wind events and debris impacts from EF-5 tornadoes.
An in-ground shelter is only as safe as its installation. High groundwater tables can exert tremendous hydraulic pressure, literally pushing a poorly anchored shelter out of the ground (buoyancy failure). We utilize heavy-duty concrete anchoring and high-compaction backfilling to lock your shelter permanently into the earth.
Our professional crew completes most in-ground shelter installations in just 4 to 6 hours. We excavate the site to precise depth, level the subgrade, drop the monolithic steel capsule using our hydraulic machinery, anchor it, backfill with compactable clay and rock, and execute finish grading. Your yard is left clean and safe.
Lifetime Leak Warranty
Our manufacturer's coal tar epoxy exterior ensures 100% waterproof performance, backed by a lifetime rust-through warranty.
Flush-to-Ground Fit
Shelters sit nearly flush with your turf, minimizing wind resistance and ensuring easy, trip-free entry in pitch-black conditions.

How a Shelter Goes In
Every installation follows a strict, safety-first sequence so your shelter is anchored, waterproof, and draining correctly from day one.
Site Evaluation & Utility Locating
We analyze your property layout, confirm underground utilities, and select the ideal shelter size and placement for your family.
Precision Excavation & Leveling
We excavate to the exact engineered depth and level the subgrade base so the capsule seats perfectly and drains correctly.
Capsule Set & Concrete Anchoring
Our hydraulic machinery sets the monolithic steel capsule, which is then locked in with roughly 800 lbs of concrete ballast backfill to prevent buoyancy lift.
Backfill & Final Grading
We backfill with compactable clay and rock, shape the soil to slope away from the entrance, and complete a thorough site cleanup.
Standard Deliverables
Every installation is turn-key. You never have to coordinate a separate excavator, concrete crew, or equipment rental.
Complete Turn-Key Installation
From initial site evaluation and utility line marking to precision excavation, concrete anchoring, backfilling, and final finish grading. We handle every step of the construction process.
Professional Anchoring Systems
In-ground units feature an ~800 lbs concrete ballast backfill to prevent shift or buoyancy lift. Above-ground units are permanently anchored directly to concrete pads with industrial anchor bolts.
Site Cleanup & Final Grading
Every installation includes shaping the soil to slope gently away from the shelter entrance to prevent water pooling, followed by thorough site cleanup and grading.
